Instructions
- Step 1: Combine flour, garlic powder, salt, and pepper. Toss beef in flour mixture.
- Step 2: Heat olive oil in a large Dutch oven or pot. Cook the beef and onions until browned.
- Step 3: Add beef broth and red wine, scraping up any brown bits from the pan.
- Step 4: Stir in potatoes, carrots, celery, tomato paste, and rosemary. Reduce heat, cover, and simmer for 1 hour or until beef is tender. (Tips: If beef is not tender after the initial simmer, continue cooking for an additional 15-20 minutes.)
- Step 5: Mix equal parts cornstarch and water to create a slurry. Gradually add the slurry to the boiling stew until desired thickness is achieved. (Tips: Allow the stew to boil for 1-2 minutes to eliminate starchy flavor from the slurry.)
